HOA Violations
You may report observed violations using TownSq or by emailing CustomerCare@HRW.net. HOA Violation process must follow a certain set of steps with appropriate timelines to retain compliance with the North Carolina Planned Community Act and other State Statutes. Because of this, the HOA should be informed of any issues with neighboring properties so we can adequately record, however, here are some additional resources to assist in speeding up the process.
What are the most common HOA violations I should be aware of?
- Home needs maintenance (fence maintenance, power washing, painting, mailbox needs attention, holiday decorations left on the home)
- Lawn violations (Lawns should be mowed routinely and generally maintained)
- Inappropriately Stored Items (Items should not be stored in sight from the front of the home)
- Unauthorized vehicles (Trailers/Campers, Commercial Vehicles/Truck, Boats)
- Architectural changes not pre-approved (Exterior changes require approval before work or installation is done. Please refer to the Architectural Guidelines for further details)
- Parking (Please refer to the covenants for guidance on on-street parking)
- Inoperable vehicle
- Window A/C Unit (These are not permitted. Residents are encouraged to explore other modern alternatives)
- Trashcan (Garbage and recycle bins are to be removed from the curb and should not be stored in sight from the front of the home)
- Expired vehicle registration
City Code Violations
You may report a code violation to the City of Raleigh by completing a Code Enforcement Request Form or by calling 919-996-2444 to report any suspected code violation Monday through Friday 8:00 AM – 4:45 PM (closed on scheduled holidays). Types of violations that may be reported include:

Housing Violations (Interior) - The City is not equipped to test for or certify the existence of household mold. Staff can only inspect and address the source of the suspected mold (ductwork issues, ill-fitting windows, etc.) Please select this to report these conditions. | ||

SeeClickFix can be used if you aren’t sure where a complaint needs to go. The SeeClickFix reports go to one area and are dispersed to the department which needs to take action. If you are sure that it is a code enforcement issue, the fastest way is to submit the online form or call 919-996-2444. Reports sent via the online form or by phone are received directly by the City of Raleigh’s Housing & Neighborhoods Department Code Enforcement Division.

City of Raleigh Code Enforcement will make a site visit, typically within 24-48 hours, and post a notice at the property and also mail certified to the owner of the property with a deadline of 10 days to correct. Failure to correct at that time goes directly to the City correcting the issue for that Owner and charging them for it, and failure to pay creates a hearing before Raleigh City Council and possible lien against the property
